France Travail: A Cornerstone of the French Public Employment Service

France Travail (formerly Pole emploi) is the backbone of France’s public employment service. With a presence across the entire territory – regional offices, local agencies, thematic websites – the organization supports millions of job seekers, employers, and municipalities in their endeavors every day.

In this context, video has become a strategic communication lever: presenting aid programs, sharing career journey testimonials, online training, and showcasing regional initiatives. Each regional office produces its own content to address the specific needs of its employment area, generating a growing volume of videos distributed across dozens of distinct websites.

Faced with this proliferation of content and distribution channels, France Travail turned to Videas to structure, secure, and standardize its video strategy at the national level.

The Challenge: Balancing National Consistency with Regional Autonomy

France Travail’s challenge was complex and multi-dimensional:

Fragmented Distribution Across Dozens of Sites

Each regional office has its own website, with its own content and audiences. Without a centralized tool, video distribution was inconsistent: different formats, disparate players, variable quality from one site to another. This fragmentation undermined the national brand image and complicated editorial management.

Non-Negotiable Compliance Requirements

As a public organization, France Travail is subject to strict obligations:

  • GDPR: no personal data collection, no third-party cookies, no advertising trackers.
  • Digital accessibility (RGAA): all video content must be accessible to people with disabilities, with subtitling and transcription.
  • Sovereign hosting: data must be stored on servers located in France.

These constraints immediately ruled out consumer solutions (YouTube, Vimeo) that rely on data collection and hosting outside of France.

The Need for Local Autonomy Without Losing Control

France Travail needed to strike the right balance between two seemingly contradictory imperatives: giving each regional office the freedom to publish and organize content according to its territory’s needs, while maintaining editorial consistency and national oversight. All without overloading the central IT teams.

The Videas Solution: A Multi-Library Architecture Designed for Public Service

To address these challenges, Videas designed and deployed a custom architecture built on five pillars.

1. A Dedicated Video Library per Regional Office

Each France Travail regional office has its own video library in Videas, functioning as an autonomous and siloed space. Local teams can:

  • Upload and organize their videos independently.
  • Structure their content by theme (employment, training, testimonials, events).
  • Manage access rights for different employees in their territory.
  • Publish directly to their regional website without headquarters intervention.

This architecture gives each region complete operational freedom while guaranteeing a uniform technical and security framework.

2. Centralized National Administration

Alongside regional autonomy, a global administrator account allows the national office to:

  • Oversee all regional video libraries from a single dashboard.
  • Ensure editorial consistency of content published across the territory.
  • Share cross-cutting videos (national campaigns, institutional communications) to all regions simultaneously.
  • Steer the video strategy through a consolidated view of performance.

This delegated administration model – local autonomy under national oversight – is at the heart of Videas’ value proposition for large multi-site organizations.

3. A Customizable, Compliant Video Player

The Videas video player deployed on France Travail’s websites is 100% GDPR compliant:

  • Zero cookies dropped on the visitor’s browser.
  • Zero advertising or third-party analytics trackers.
  • No personal data collection during viewing.
  • Hosting exclusively in France on secure servers.

Each regional office can customize the player’s appearance for its site: logo, colors, and typography specific to its territory. Native integration on regional sites ensures a smooth user experience with no redirect to an external platform.

4. Automatic Subtitling and Native Accessibility

To meet the requirements of the French General Accessibility Improvement Framework (RGAA), Videas activated across all video libraries:

  • Automatic AI subtitling, which generates synchronized subtitles for every uploaded video.
  • Full transcription of audio content, available below the player for users who cannot watch the video.
  • A player compatible with screen readers and keyboard-navigable.

These features are enabled by default, with no additional action required from regional teams – ensuring systematic and consistent accessibility across the entire network.

5. Territorial Analytics to Drive Strategy

Videas implemented an analytics dashboard specifically designed for France Travail’s multi-site organization:

  • Filter by website: each regional office can analyze its own video performance.
  • Consolidated national view: the central office visualizes aggregated metrics across the entire network.
  • Key indicators: view count, watch time, completion rate, top-performing videos.
  • Territorial comparison: ability to compare performance between regions to identify best practices.

This data allows France Travail to adjust its video communication strategy based on territories, audiences, and the topics that generate the most engagement.

Results: Structured Video Communication at National Scale

The Videas deployment transformed how France Travail produces, distributes, and manages its video content.

Consistency and Brand Identity: - A uniform viewing experience across all regional websites. - A video player in each territory’s colors, within a unified technical framework. - National editorial oversight without friction with local autonomy.

Compliance and Security: - 100% GDPR: no cookies, no trackers, no personal data collected. - Sovereign hosting on servers located in France. - Compliance with public sector accessibility standards (RGAA).
